7-zip is free, and it compresses much better than standard ZIP. But I have never tried controlling it from Visual FoxPro.
Did you check the command-line parameters? I don't know whether it has some API, which would provide better control...
One of the downloads I provided is to automate backups; but you would have to insert the appropriate commands for your favorite compression program. The download is also quite old; some of the DOS commands no longer work in newer versions of Windows (including Windows XP).
