Anyone should be very carefull in making any conclusions on these numbers, even if they are factual. You refer to the number of recorded rapes, which does not neccesarely say anything about the number of actual rapes. In many cultures rapes are rarely reported. There always is a lot of shame involved and there is quite a burden to individuals to report rape.
