It was a variation on your answer, so I'm happy to mark it as the solution.
In my calling program I said llPrintFullHeader = .t.
On the first two lines of the header I said 'print when llPrintFullHeader = .t.
I set the header to print also on new page.
I set llPrintFullHeader = .f. in the 'on exit' in the header
I set llPrintFullHeader = .t. in the footer
