It could be phased out. Those who are on it stay on it. People who are between 56 and 60 will get 75% of what their benefits would have been. Between 51 and 55, 50% and so on. Same thing with social security. If people know that they must provide for their own retirement, they will have enough time to do so if these entitlement programs are phased out gradually.
