There's one guy less required, who usually has to take care who gets what installed. With that worry off the table, any machine can have any piece of the common toolset. And that guy can actually do something useful. Also, any meetings on weighing the cost of this or that tool, the hours required to find a way through the licensing scheme are also not needed. That saves time too.
But other than that... I really don't see how fees connect to speed :).
