it's partialy right, at least for the development. For Runtimes it's a bit more tricky.
The language VFP returns basicaly depends on the runtime DLL you use. Somehow it decides the default dll on you lang settings.
As long as a runtime is available you might call a specific runtime at startup via the -L parameter.
