I have IIS installed on my own laptop, which runs Vista. Unfortunately I don't remember how I installed IIS, but I seem to remember that it was pretty straight forward. But you say "Turn Windows features on/off" comes up blank, I think you have to give it a little more time.
If you are really desperate, have you checked with Windows Help? :-)
