Seems like it must be tied to something, somewhere. Try a simple test to see that normally this works:
1) create data testdb
2) in a form, add a button, and put in it:
open data testdb
close data
delete data testdb
Also, have you tried using DBC() to see what the current database is before/after you attempt to close and delete?
