It really is different from your system and those in most European nations. Over there the party that is elected actually gets to govern. If the public doesn't like what they do, they vote them out the next time. Here the minority party is able to thwart the wishes of the majority with filibusters and other arcane legislative maneuvers. Also, I think corporate money plays a much bigger role here. It is extremely difficult to pass legislation that will cost corporations money. Ordinary citizens can and are routinely screwed. But not companies.
