Turns out I didn't think too much before answering. I have no idea how to concatenate pdf's.

I think this project's about to get extremely expensive based on someone you client would like to see happen.

You can do some fancy stuff with ghostscript, such as create a pdf and also convert a pdf to something else. It is possible that it will allow you to stitch together serveral pdf's. Ghostscript's supposedly quite powerful.

Acrobat (at least version 4, which is what I use for one of my clients' projects) has a com model which lets you do a lot of different things with pdf's, and there are also a number of 3rd party apps and libraries that provide pdf-related functionality. verypdf.com comes to mind (I use one of their tools and I'm happy with it).
