Those barcodes indicate the intended destination of a mailing; in conjunction with sorting of mail by ZIP+4 code, address cleansing, and a bulk mail license, you can get significantly better rates on bulk mailings by using some of the bulk mail classes of service. Most of the bulk mail systems like the one Pitney Bowes sells with it's Personal Mailing System will generate the proper barcodes for you.
If you want to roll your own, the specifications for the barcoding and sortation are available in the DMM (Domestic Mail Manual) available from the Post Awful, and as I remember, Adobe was selling a barcode font to use for WinApps...
