You'll have to read the Post office manual like Ed suggested to get the exact algorithm. The barcode actually represents a concatenation of a couple of things:

a lower case s
the ZIP+4 (minus the dash)
the last two digits of the street address or PO Box
a check digit.
a lower case s

456 Elm
Austin TX 78664-4321 translates to:

s786644321568s

there are a few more rules to remember, but that's basically it. Once you have the routine to generate this number, all you need is the correct font. (the name escapes me).

I rolled one of these for a client once, I'll see if I can dig it up when I get home.
