If you find solution with report variables that will be great.

Otherwise, there is alternative to classic FRX. You can use www.report-sculptor.com and build report as form using form containers
as report bands. With RS you get full control over page creation. Since you will be driving this report directly, you will be able
to control/switch page headers/footers on the fly. There is a property which contains remainder of the page in pixels which might also come handy in this case.
