My VBA help in Word is not being nice to me so I can't test this, but you can put Section breaks (continuous) into a document that are transparent when printing, et al. There are fields in Word that allow you to get section number, et al. It would seem to me that these sections and the contents thereof would be accessible through Automation.
If so, you could bring the sections over to a VFP RTF control (general field, maybe?) and let them edit, bold, underline or whatever to their hearts content.
Then, through Automation again, you could create a new document with the sections they want.
