Actually I need to update my comments. I wrote that and then soon realized it wasn't truly how I feel. I wasn't online though til now so I couldn't update it. I really think that planning terrorist activities falls under a different category than conspiracy to commit murder. Terrorist activities are on a much larger scale, kill or hurt large number of innocent people, and not only are they an attack against people, but are also an attack against a government or country.
