I just created a wpf application and dragged a button onto a form no problem in VS2008.

I was having same problem on XP and Vista. I had feeling that it had something to do with VS 2008 magically importing settings from VS 2005 C# (which I had uninstalled). I tried to reset toolbox, deleted settings file, delete dappdata folders, but VS always imported part of my previous settings.

Then I found reset command: Tools -> Import and Export Settings... -> Reset all Settings. I did that and at the same time also reseted window layout. I am not sure if the latter has anything to do with this, but now drag and drop is working.
