I doubt that is the rule but it does happen. There was a case here in Illinois not too long ago where a guy who had been imprisoned for a relatively minor crime was given a murderer for a cellmate, life sentence with no parole. The murderer killed the new guy in their cell the first or second night.

For some areas, the rehabilitation portion is done in a step-down facility and not at the prison.
