Why are they still starting?

Simple...money.

If the Browns go back to Brady Quinn, odds go up that the Browns would have to pay Quinn a huge bonus at the end of the year (for % of snaps)

In the case of Jake D., blame that one on the idiot GM who gave Delhomme a huge contract after last season.
