You're right that it doesn't look easy, or perhaps even possible.

There *might* be an interesting possibility using Outlook.
http://support.microsoft.com/kb/197264/en-usThis page makes it look like Outlook, at least at some point, has some smarts about phone numbre formatting. Perhaps the Outlook COM object could be kludged into a formatter. Interesting thought.
