1. 3.0b is the last version of 3. What sorts of problems are you having?
2. Depends on what your app is like. But, basically, it's straightforward. Some things act very differently--for example, timers. But, I was able to go from 3.0 to 5.0 runnable in a morning. However, that said, I spent a lot more time converting my apps to use the notion of application objects. It took some experimenting to decide how I really wanted to go.
