I've been using this: http://www.ixwebhosting.com/index.php/v2/pages.hostingPlans for the last year or so - but only for 'internal testing (I liked to idea of having 15 fixed IP addresses to play with).
Uptime seems good, no problem with emails. I see they've cut back on the capacities a bit - when I signed up there was *unlimited* bandwidth and storage!

I liked to ability to access the SQL databases directly from WPF (or Winforms) - but I've no idea if this is normal with other ISPs

Proviso :
(a) I've neved used this for a web-site with particularly high traffic so can't comment on the performance in such cases.
(b) I've found the web-based pages for configuring the site can be slow.....
