Setup Blank page: Check Picture1
SetUp Session: Check Picture 2 (Because I use TabMixPlus session manager I'm not sure if it looks the same as built-in one)

SO:

1. Tools->Otions->Main->StartUp->Show a BlankPage
2. Tools->Session Manager->Settings
