I decided I needed to follow your first suggestion to the end. I know that I am also using the TreeView ActiveX control in my project, so following Doug's advice, I went through the registry and changed InprocServer32 to use the actual address to mscomctl.ocx. Many, many occurrences. My problem now appears to be fixed: I can open Class Browser, and also run my form without getting prompted to insert the Dell Resource CD.
