I know barely enough to be dangerous on this topic, but this sounds like the perfect scenario for using Windows Workflow Foundation (or simply WF). This is probably not the best link (http://social.msdn.microsoft.com/Search/en-US/?Refinement=-111%2c-112&Query=Workflow), but maybe it'll get you started.

Beware, it's pretty difficult to "grok" ... so, you may not want to use it right now. But, this is exactly the kind of thing it's made for.

Unfortunately, you can't ask me questions about it ... we used it at the company where I previously worked, but I personally did not design the framework we used for it, so as I said, I know next to nothing about it.
