Ken Levy said something recently to the effect that MS sold Windows based apps to sell Windows as much as to sell the app.
That makes sense to me.
Blasting out a series Windows-based apps that further cement Windows as an indispensable O/S is of huge value to MS.
If one hits a mother lode on its own as Office did, so be it.
But make no mistake about it, Windows is the cash cow here and everything they do supports that idea.
Anyone who does not go overboard- deserves to.
