Maybe, but acquiring VFP did get several talented and experienced database developers on board of MS, including their code and a patent that was useful at the time (or so we were led to believe). Remember that one of the main races then was SQL Server vs Oracle. Purchasing VFP did not bring developers along quickly but it did get rid of a competitor and eventually the Department of Defense moved towards SQL server, which surely is worth something.

Whether by plan or not, MS's purchase of VFP did not sell a lot new VFP licenses but it had other advantages.
