My web server app has no wontop(). It has no visual interface at all - ROFL!
It was the first thing I tried it on. Every two seconds it comes out of a state waiting for web requests and does a doevents()

Now the good news - I tested it running your code (slightly modified as you saw) and a 100 doevents() loop went from 24 secs to 0.07 secs! That's running on an NT Server with all MIIS web services running.
Not only that, but a problem we had shutting the thing down quickly and reliably now has disappeared.
Not only that, but other apps run better on the same system...

I think MSFT should "fix" doevents() ASAP
