There is a possibility that your problem is with the cd/dvd drive. If you have a combo cd/dvd drive, these actually use one set of laser beams to read the CD's and another set of lasers to read the DVD's....so the lasers that read the DVD's might be bad.
What you can try is to make sure the DVD drive is clean (I usually just blow it out with air real well).
The only other thing I can think of is if the DVD you're trying to read is a movie, perhaps the region code is the issue....if that's the case then perhaps try a different DVD.....
