Yes there is a differce in PWS and IIS. I believe that the license agreement for PWS only allows for 10 concurrent users, and its intention is really for developers to proptotype websites.

Internally, I believe that PWS and IIS are similar, but IIS has a lot more functionality exposed. To run a real website, you really should install IIS.

Which version of IIS depends on what your website does, but you can't go wrong with the most recent, 4.0.
