As a SWAG, I was going to suggest changing your registered file type for STL to a Text Document. However, on my system I see that .STL is already registered as a Certificate Trust List, so that's probably a bad idea.

At least once I've run into a situation where the file extension absolutely had to be something definite. I was importing text files into SQL Server, and the driver I was using insisted the files have a .TXT extension, so I had to rename them. Maybe you're seeing the same sort of thing here.
