They planned for the worst and hoped for the best. So far, it hasn't mutated widely and become more deadly and that mutated version has not become widespread.There is a mutated version here in North Carolina, but not killing healthy people yet. I don't fault them for planning. I would rather it be too much planning and hype than 1918 all over again...
