Its dcom98.exe not 95.exe. It can be found on the Visual Studio CD in the directory \dcom. I don't know if its found in the VFP Cd.

I've used it on Windows95/98 and NT with no problems except you have to install it first, then your application. I've also found another way to get the C0000005 error during startup - but only in development so far. This was confirmed by M/S and I was told they are going to post it as a known bug.
