In Photoshop, since I have reinstalled it, I have this issue and I cannot find the option. Basically, if I stretch an object on the screen, occasionnally, it will jump over a few pixels. Anyone would know where such an option would be so I can change that setting?

On my photoshop cs2, the main menu has a "View" option and under it is a "Snap To" option where it can be set.

You can turn it on or off using Shift Ctrl ; (semi colon)
