No. It's the exact mode of operation the one cop in this forum describes. If they are not cringing immediately, torture them.
OTOH, I have no idea how the salary is for a cop. Would you risk your health (especially with your social system) if you have a choice? Even a 5 year old can brake bones with a stick. It's just a lever.
