Here are some ideas:

CodeBase.Net might be a good thing to look at: http://www.codebase.com/products/windows/

Use VFP: You can write your data access layer in VFP and deploy it as a COM server which you can access from .Net.

Use the .Net Compiler's Data Engine: You could also use eTechnologia's data access assembly.
