I was afraid you were going to say that.
I've done some searching and I'm not finding any references on if that is possible. I'm pretty sure any current command-line SQL utilities would require a 32bit OS to run.
You might try copying SQLCMD.exe to the DOS machine and see if it actually runs. Also possibly try the older OSQL.EXE utility.
