I can only change the order of the drives in the BIOS to boot xp or win7. No menu.

Everything I have read talked about creating another partition but I can't seem to find anything about using another drive. The install is done but I can only boot XP. I located the boot.ini file on C: driver but I am not sure that will work. Any ideas on how to fix this?
