In the samples above, disk() is always 0, rdisk() is the only thing that changes. You may just need to change disk(1) to disk(0) in your boot.ini.

It's possible the XP boot loader can't handle loading Win7; in that case, you may need to make the Win7 disk the first boot disk, and edit its boot.ini file (in the hope that the Win7 boot loader can load XP, which seems likely).
