I've work with VFP and APEX with an Oracle backend. APEX is very good at creating reports and simple input form but the programming interface is Web so you sometime loose the responsiveness of using a real client GUI like VFP.
Anyway, for speed of development, flexibility and the ability to use Com object, Office integration and Dot Net Class, I would choose VFP.
