Do you mean it doesn't kick in at all (give it a chance after typing the '=' - it may not kick in immediately the first time.......)
- or that the Members.Libary.Admin namespace is not an option?

To narrow things down a bit I'd try temporarily adding a new project and trying to reference the Members.Library assembly from there (initially without actually making use of the assembly elswhere in XAML)

Yet I have the reference there in the list of references. I removed the reference and then got quite a few other errors due to the reference missing, but when I add it back I still have the same problem.
