I was only using size 100 x 100 to illustrate the absurdity of the situation. We were anchoring for resizing purposes. In reality, the grid fills about two thrids of the form when the form is at its default size. As such, there is a "fixed size" component to this from the standpoint of form initialization. However, when the user enlarges, we want all the buttons to track with the right boundary and we want the grid to fill the void. Using the anchors as I described would accomplish this purpose.

I agree that is it seems to have been a fluke. But we can't afford too many more flukes like this. Fighting with such a simple GUI feature for over a day is a serious cost against the real "meat" of the application. Frameworks are supposed to make life simpler, not more complicated.
