There is a page on the wiki to sign up as a volunteer (I don't remember the URL but if you search for volunteer housekeeper you should find it).

No, the system is not perfect and not every piece of garbage gets fixed. As a volunteer when you visit a page there is a link for the history of that page where you can view different versions besides each other and you can set one of those to be the current version. No page is ever removed from the database so there is no way for any one to blow away a page.
