Nope, that's statism (aka etatism), which was sold as the only viable version of socialism throughout the Soviet bloc. Which is a fallacy; almost any other theory of socialism involves direct democracy. But you wouldn't have heard of that, because of the censorship.
And the communism as a system involves the dying off of the government, not its expansion. Same as in the first case.
