I think VS2010 is 'supposed' to be the answer, although by the time it comes out Microsoft will have updated something to make sure it really isn't in sync. It is a free beta for the time being.
The KAXAML site indicates the beta version of the editor requires Silverlight 2 - that's pretty dated at this point. Maybe it handles Silverlight 3 as well, but I guess you have to try it to see.
