KaXaml and Petzold's Xaml Cruncher are good utilities for interactive WPF/Silverlight UI. However, I think neither of them is as good as VS2010's IDE. VS2010 IDE has also ability to create drag%drop bindings (ie: drop a combo or datagrid control on WPF form, then drag a table/field from data sources window on to that control or drectly drop the table from data sources on to form).
