In the case of most carriers, if not al, you can send an sms by sending email to an address that has the phone number (i.e. 2014415544@txt.att.net). If you know the person's carrier it's a no-brainer. If you don't know it, perhaps you can just send the same email to all the possible email addresses.

It's a brute-force approach, but it should work.
