You can issue a KEYBOARD command immediately before the MODIFY REPORT:
KEYBOARD '{CTRL+F10}'
MODIFY REPORT test.frxHowever, the report bands themselves don't scale (in width) with window size. On my system, the report bands width is slightly more than actual size of the chosen paper.
I couldn't see anything in Tools...Options...Reports that affect this.
