One of my daughter's classmates had a mullet with a ponytail down to his buttocks all through his school years. He didn't cut his hair until his senior year by choice. It wasn't a distraction and didn't affect his academics. The kids carrying drugs, knives, guns, and fighting in school were the distraction that the schools need to work on. Most public schools have dress codes now (a lot of it is to discourage and prevent gang colors), but hair style should be individual in a public school. Private schools can make additional rules because attendance is voluntary (and usually costly as well).
