The error doesn't look right. Are you sure it's generated by XMLTOCURSOR()?

The XMLTOCURSOR() internally uses MSXML 3.0. I would try to upgrade to the latest SP http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=28494391-052b-42ff-9674-f752bdca9582
