In my applications, I never used FOXUSER.DBF. This file, among many other features, is saving a lot of information about window positions, etc. I found this file to be extremly useful in development as we want Visual FoxPro to automatically knows the last window settings of each form we are using, like the form designer related windows, etc. However, in production, I prefer to handle that from code to have a better control. This file when used in production also delay a little bit the execution of the application. It maybe not visible to detect but it does delay. It's also one file less to handle. In fact, only use it if you find a need to it.
